BIS & Compliance Experts Let’s Talk
The Approved List of Models and Manufacturers (ALMM) is a list of models and manufacturers of solar photovoltaic (PV) modules approved by the Ministry of New and Renewable Energy (MNRE). As per the ALMM order, only the listed solar PV models and module manufacturers can be used for solar projects in India. These include government projects, government-assisted projects, projects under the government, government schemes and programmes, and open access and net-metering projects. In simple words, the list applies to government-tendered utility-scale solar projects (example, SECI), rooftop solar (net-metering), the corporate PPA market, as well as government schemes (example, KUSUM).
Domestic and foreign solar module manufacturers can have their products enlisted in the ALMM. The key objective of introducing such a list was to ensure the quality of solar panels and the manufacturer’s reliability. So far, there are no foreign manufacturers on the list.
To get enlisted, manufacturers require a product and performance certificate from the Bureau of Indian Standards (BIS). This enlistment on the ALMM list is valid for two years. While the BIS ensures product quality certification, the ALMM covers certification for the process, manufacturer, and manufacturing facility.
The Ministry of New and Renewable Energy (MNRE) maintains ALMM List-I for approved Solar PV Module models and manufacturers. The latest List-I was updated on 16 September 2026, with the ALMM-listed module manufacturing capacity reaching approximately 228.5 GW.
MNRE's ALMM List-II covers approved Solar PV Cell models and manufacturers. The first List-II was issued on 31 July 2025 and the list is being updated regularly. The latest revision currently listed on MNRE's ALMM page is the 9th Revision dated 21 August 2026, with approximately 31.76 GW of enlisted solar cell manufacturing capacity across 14 manufacturers.
ALMM exclusively mandates verified domestic manufacturers to spur local solar industrialization. While restricting foreign imports encourages Indian manufacturing, balancing supply remains critical to achieve India’s target of 25–30 GW annual additions for the 2030 non-fossil fuel roadmap.
